His next lines go "Honestly, I still don't know how to face the partner I once hurt. I haven't addressed the main reason (that I hurt them)" pertaining to his demon thing. But yes, he later confirms his answer to Agnes has nothing to do with Elaine. His answer to both girls seems to stem likely just because of his demon form. In Elaine's 2nd connect event in the game where Elaine also confesses her feelings, although Van doesn't reject her, he instead dodges the question, again saying something along the lines that he can't move on because he hasn't addressed the demon thing. This was a lot better than the harem confessions in cold steel, it felt more heartfelt and serious. I still dont know that id prefer her over elaine as the canon ship, but damn this really hit hard.

He sees her as someone special to him but it is not a romantic interest, he also says Elaine didn't have anything to do with his answer to Agnes' confession when she asked about it, Van didn't see Agnes as a kid (this is an important revelation) and properly answered her feelings. Agnes also mentioned that the age gap between them is similar to her parent and if Van doesn't take a step forward, she will make him love her just like how her mother managed to win over her dad. regarding Elaine, Van didn't know how to deal with her and it was not like his own problem was resolved.
