Of course, Eupha Is still the most explicit, and the only one that is more or less implied to be mutual regardless of your chosen dialogue. She's the closest to a Canon romance, the others only hint at it.
Eupha's route is really shouting it at you. Even her brother is essentially giving you his blessings while making sure he will hurt you if you don't treat Eupha well. Let alone she us giving you a charm that wives give to their husbands.
Eupha is definitely official wife material ... but Catherina is the side chick hitting you with the "We'll bang, 'kay?" at the end of her events (at least that's how it feels)
Eupha is the reason why we have no actual romance routes, cause we already have the official romance, it's so heartwarming seeing it happen, Eupha and Will are ment to be together
I mean there was a time he fell in love with a girl and was meant to marry but he blew it by solely focusing on his work. He even expresses regret for holding her off too long and warns Will to not waste that opportunity.

There's also a short scene with Gallica not long after MC awakens, where you can ask her to stay with you forever and she blushes at that. Shame that isnt in here for the Gallica enjoyers (like me)

My guess is that Metaphor is a departure from the way Atlus makes games. There isn't going to be Metaphor ReFantazio 2 with a different cast and whole new lore and background. It's going to pick up where we left it.

When I maxed out Eupha, she was a permanent member of the party. No questions asked. I also find it cute how royal summoner requires maxing out the seeker archetypes, so it’s kinda like she’s trying to understand the protagonist more through it.

I feel Eupha was the most explicit in terms of romance, and it makes the most sense narratively.
