You can ferment your own alcohol, it's specifically distilling that's illegal iirc because it's much more involved and requires specialized equipment / processing that has some risks involved, so it's illegal to stop people from getting injured for not being a regulated professional doing potentially dangerous processing entirely by yourself. However there's a limit on how much alcohol you can produce in a given year, to prevent people from making money hand over fist for doing a bit of research on fermentation and proper storage, and then it's literally just letting time pass and checking up on the liquid every few months until it's all done.
Also the government wants their cut. There’s the added liquor tax on top of the alcohol tax on top of the income tax. So if you are selling the beer/wine and paying income tax, the government is still missing out on a whole tax.
I think in some states distilling is only illegal if you plan to sell. Some people straight up make moonshine for personal consumption with ready made stills bought online.

"Yeast" is literally everywhere, and any sort of sugary liquid which started out exposed to the air will ferment *eventually.* The specific yeast breeds used in beer, wine, or bread making are cultivated strains that have known behavioral metrics, so you can better estimate what you're going to get, you have a higher concentration of the yeast (and fewer other microbes) initially, and you don't have as many random unwanted critters in your food.
