I've heard that a major reason for making attempts on your own life like this is often caused by tunnel vision. Not in a casual sense but a more serious sense. You get wrapped up in how things are going bad, cause they are, and you lose any and all sight of the possibility that your circumstances can get better. She lost her job and living arrangements, and her pet ran away. She can still get another job, there are resources to help her find a place to stay until she finds a place for herself, and her pet cat can be found with some time and effort. All is not lost. The fact that he gave her a lottery ticket put the idea in her head that there are still possibilities she can try and that she is not alone and people can help her. Basically, using empathy, he gave her a way out after her proverbial bridge collapsed.
That is not empathy, that is sympathy, empathy is where you truly understand someone’s circumstances and sympathy is basically saying “I feel bad that you had to go through it” and that is not tunnel vision, having such thoughts is not abnormal but it is serious…..

He used to work as a contractor but his life fell apart after his wife left him. It was amicable but still he was left without much of a purpose. So one day when hes contemplating ending it he ends ip buying a lottery ticket. If I remember right it gave him like $10 but I could be wrong. Anyways he turned his life around and joined the LAPD because he wanted to make a difference and help people. So when he finds this woman about to jump he passes on his little tradition of buying a lottery ticket once a week as something to keep you going. Helping people in such personal ways is Nolan's whole deal in this show. People saw his age as a disadvantage but the life experience he had already gained helped him truly connect to rhe people he's trying to help. And of course once they get back to rhe police station everyone makes fun of him for the birdal save.

He's a man well into middle age becoming a rookie cop, something most people did in their twenties. He had to do a lot to prove himself to the other officers. Btw in the full clip he explains that he was once down on his luck, failing business and marriage. He was going to buy a large bottle of liquor and get drunk in depression but instead he bought a lottery ticket, just to have a bit of hope. He didnt win but he buys one every week, so there is always something to hope for each week, hope that he is giving to her.
