If you buy a piece pre shadow rooted/low lighted, can you then tone it with a semi permanent on top yourself? (Thinking a dark copperish shade on a medium brown piece with lowlights)

do you wet betsy before you start colouring her or doing it on dry hair?
We always dye when Betsy is damp. BBx
