We know that Red finished coursework at Annapolis in 3 years instead of 4 (b.s. even if he had completed all of his coursework, he still would have to graduate with his class), but probably spent the last year in doing nothing but writing a thesis on the most outlandish operation in the history of intel, how it would work etc., and was made an intel officer when he graduated, put together a criminal empire playing all sides off against one another while giving up nothing, goes to jail in both iron curtain and the U.S. to establish credibility and meets his future teammates, etc. And when the guy says good to be home again sir, I figure he was a full commander or even a captain.
Based on his skills at the Academy and grades in his classes I could see how Office of Naval intelligence might put him in a specialized unit after graduation. Imagine spending your senior year writing just one thesis and then submitting it for evaluation
- The first one is when he tells Donald why he won't let Anslo Garrick kill them (S1E9). It starts at 7:05 and the end is at 3:42 - The second one is when he talks about his summer job, at the very end (10:30). It ends with this great lesson: 0:22

Remember the Office of Naval intelligence unofficial motto "vet everybody and surveillance on everybody else"., and they've been operational since 1882, and to put it perspective the CIA didn't start till after World War II in its current form. These guys are the Original Gangster of intelligence in this country they make everybody else look like Amateur hour because think about it you never hear about them in the news. They know how to keep things close to the vest. They specialize in it
