I'm not sure if this is why, but I'm guessing because the numbers he uses are completely known. So when he writes "1.008", he really means 1.00800000000000000000000... And since all the numbers he is using follow this trend (because they are from the periodic table), he has an infinite number of significant figures. So he technically is using significant figures, because all the numbers are significant.

To simplify
Even though we know that the atomic mass of Hydrogen is 1.0080000000 we write it as 1.008 for obvious reasons. So 1.008 = 1.00800000... So for numbers that are measured to perfectly, you can add as many 0's, and there for significant figures, as you need to match the numbers that aren't measured perfectly and you can't add 0's.
