Swapping the blast hand is for rest, just try to blast on your lap for a bit, you start to slow down pretty quick especially for a long as he was going for. So alternate blast hands each measure.
It's a preference thing. Some guys just learn to blast this way, so that's what they're used to. Like Spencer from archspire. It's called the "Dirk" blast. Obviously, named after Dirk Vanderwhatever of megadeth and other bands.
