Garlic should be planted in the fall. You have to harvest it before all the leaves turn brown and die back or the heads will split. Most garlic finished about a month early this year because of the mild winter. I suspect your heads split because it wasn’t harvested early enough while you still had some green leaves. You let the “greens” dry out during curing. You don’t need seed garlic unless you want to start with bigger cloves, which normally equates to bigger heads. How much rainfall dud you get? Garlic prefers a dryer soil. It sounds like they rotted due to too much water.
