I honestly believe that the Beast Form is something that’s always been a part of Gohan, it’s basically all of this hidden power within his rage now personified into this form. Every time we see Gohan get angry and get a rage boost as a result that’s basically hints of Beast within him, inside this cage that he keeps locked inside his mind in fear of losing control. But with the help of Elder Kai Gohan’s ultimate form acted as the key to unlocking that cage and letting the Beast out on his own, taming it and unleashing its power to the fullest which is honestly monstrous. Gohan even described it in the manga against Broly as he almost losing control before quickly taking back control as soon as the transformation is complete, his now truly mastered his rage as while his white and spiky hair could be a form of stress and his red eyes being a sign of irritation, his in control and not losing himself to his rage which I think adds a lot of character development to him.
You could very much be right but with xenoverse 2 making the form free to Everyone downplays the form being special to Gohan but yet the game isn’t exactly canon but still it’s something to think about

Gohan beast form in my opinion is the perfected version of his Ultimate form. He got the beast form from training with the Supreme Kai. His white hair is the same color as the Kais. If the Supreme Kai or Elder Kai was there to see the form they would've gave an explanation and went into more detail.
My thoughts is that we know that hybrid saiyans have more potential than a regular saiyan. Given the fact that Gohan trained with the Kai’s, I’d say Beast is the maximum potential Gohan achieved so far, possibly the strongest form without god ki. We know Goku and Vegeta obtained god ki & since they were pure saiyans, it’ll take them more to handle the power and grow. With Gohan’s potential it may have increased his power to match the power of the gods.

Hey Here‘s an idea if you like to use it what if tien was more relevant Before the start of z and probably also after tien was the strongest human (probably due to the lore book explaining that tien is part alien) and before piccolo and vegeta got more relevant also the strongest human. And sometimes It feels like they could have make more out of tien So it could start as early as Radditz first picking up Tien‘s power level due to him training than the one of piccolo and then goku In the fight against radditz before gohan breaks out the ship tien and goku are severely wounded given that there would be three opponents with tien radditz would fight more seriously which leads to their sacrifice and to them training together by king Kai where he is able to pick up Kaioken and also a way harder training (due to the gravity increase) As for their wish to bring them back for the fight against the saiyan: they wish to bring those people back that have fallen in the fight against radditz one year ago (which includes both of them) And for later on in the story maybe he can get ultimate or at least some of it‘s potential unlocked in the Namek Saga

A fighters potential grows even after it’s unlocked it can still grow. A great example of this would be Gohan. Although elder guru unlocked his potential the elder Kai was still able to unlock more since Gohan power level had grown tremendously.

Mystic gohan is supposed to a transformation to access all of gohan's power and otherwise unusable potential without the more comparatively strenuous transformations like super saiyan. I would like to believe that this Beast form has something to do with the mystic form, and with Gohan being a Saiyan and having Super Saiyan kinda made me think that that it might have been a combination of the two, but since the form is not exclusive to Saiyan's as per Xenoverse 2, that isn't it. I kinda hate how much little info there is about this form, not even Piccolo comments about it after the fight with Cell Max and we're all left in the dark about it. Maybe the Mystic form itself grants the user the Beast form after the necessary conditions are met for it, but that answer even if true is extremely vague, if the Beast form is keeping up with a form like UI maybe Gohan is utulizing god ki in some way?
Thats what makes his form so mysterious, cause if we take Xenoverse 2 the Beast cannot be related to saiyan biology but then again when he transforms into the form we see his eyes grow red and that could be a correlation to the great ape form. The only thing we can do right now is make theories and hope that later on they will discuss futher about the form.
My hope is that it is a HUMAN form - because Gohan wanted to grow as a human and not just a saiyan. Chichi has insane potential. Yamcha busts planets and Roshi achieved a facsimile to UI - humans ARE gifted; just not as powerful as saiyans. But they are way more creative with their Chi than saiyans are; maybe this is what happens when they fuel their Chi with rage ... and the Kai ritual unlocked Gohan a path to this realm of power.

You could argue that since manga and anime have different abilities and how they worked, Whis's statement has no effect since it was from the manga and Xenoverse based the setting from the anime, but given how nonsensical Xenoverse story is and canonically, no races have have the same power and transformations as that of Saiyans, I doubt they can transform to use UI. Gohan wanted to evolve as a human and not as a saiyan. Perhaps this is human side that helped push him to this form
