the quantum dot (QD) can act as the two level system. i dont think it is the cavity itself as your question would imply. instead it is put into a cavity (e.g. two reflectors, or more generally speaking a resonator). positioning the QD in the cavity gives an increase in the emissionrate of the QD via the purcell effect which is desirable in a single photon source. such systems of a single QD inside a cavity made out of bragg reflectors have been build. they are grown on chips in labs
