I'd like to see this applied to kids who don't resources to even attend college let alone "stop out". Thiel's efforts should also be helping create a foundation for children early on to keep them thinking of innovative ways to change the world well into adulthood.

Definitely. If their entire idea is to get entrepreneurs who don't need to necessarily gain their talent from education, then they should reach out demographically because they could be missing many diverse ideas. E.g., my team is very diverse (all social statuses) so, I understand Harvard's conference on 'honey bots' (counter-actions), but more altruistically and effectively to CMS, help/defend bots... You can be at or above Ivy level on certain topics, but unable to get resouces/encouragement...

Interesting. There was a foreign exchange student who wanted to do Anti-Aging also, reverse DNA analysis, diet, etc at CSUC and they wouldn't even let him speak.... I was linked to this from American University in DC... It's unbelievable how everything can change from one Uni to another, or one geographic location to another in terms of Entrepreneurial success or encouragement...
