Re the consumer unit on the ceiling - Whilst there may be no reason from an electrical standpoint about putting the consumer unit there it does ask the qustion about "reasonable access for maintenance. Having looked at the state of the board I would guess that this has been a DIY job and possibly not done by a registered electrician. Of all the electricians that I have ever known or met I can't think of one who would ever suggest doing it that way.
Re the terrible incident on the NG 33kV tower line - I haven't read the report but it sounds like the injured person made contact with one live phase, in which case the voltage would be 19kV to earth (or just below, depending on the network earthing method) and not 33kV. It seems pretty clear the work was not risk assessed (or at least not risk assessed by an AP or SAP) otherwise it would've been clear that minimum safety clearance (typically 0.8m at 33kV) would be breached during the work and so a full outage and permit-for-work conditions would be required. I hope the poor guy can make a recovery of sorts.

its not just incompetent workers on public refurbs its the so called inspectors who have no experience of large installs and there are questionable designs i delapped some stations on the Elizabeth line and the standard was shocking , literally on one board EVERY CPC was loose including the incoming one along with the phase connections which were no where NEAR the torque recommendation you could turn them in by hand with ease all signed off all ticked as done and dusted

Ceiling mounted distribution board. I can see exactly what has happened here. The board was originally on a partition wall. The wall has been removed and rather than try and mount the board on the adjacent wall, either through insufficient cable length or pure laziness, the carpenter fitted it to the ceiling. I say carpenter as I do not believe an electrician was involved in this alteration.
I have never understood why we must comply/match the EU! I have been to various countries including France and been in various properties and outlets at the side of and a cross from baths and basins. Where sitting in a bath I could easily plug/unplug a socket. Plus if I was washing my hands there have been sockets within six inches of the side of the bowl?

The DB could be liable to restricted access in the case of a fire or excess heat as it isnt insulated in metal DB shell and will take on most of the heat as heat rises
The CU on the ceiling is definitely a novel idea, safety wise it depends on how heavy it is and how it’s secured to the ceiling. After all we can put light fixtures on walls not just ceilings, so why not a CU on ceilings and not just walls . But who am I to argue I’m just a grumpy old spark whose opinion means nothing.😂
