For cloud seeding to cause rain, there has to be presence of moisture in air. Because even if we spread salts like silver and potassium iodide in atmosphere to act as hygroscopic nuclei, but if there's no moisture in air, the hygroscopic nuclei won't be able to attract moisture and thus no rains. Now taking example of drought prone region of india like vidharbha, as it is the region on the leeward side of western ghats, there's already no moisture in the air. So even if we practice cloud seeding, there will be no moisture available in air which these hygroscopic nuclei can attract. As per my knowledge, this is the reason.
