Recently Viewed list view cannot be modified for the buttons, there are no provisions from Salesforce on that as of now. Also, if you chose to keep the button or remove the button, it will be for all list views. This configuration is not List View specific

@@himansshhh Yes, you will see standard classic buttons and lightning buttons and mobile actions all in there. Salesforce hasn't segregated mobile from lightning or desktop actually. hence the confusion.

In the search layout we can see a dropdown button on the right side for each row. How do I add a custom action/button for each row in that dropdown?
Can you try setup - object manager - search layouts for your object there you should see options to add fields and custom actions
Why rest of the standard buttons which were ticked are not visible on account list view?
Some are mobile actions, some are classic, some are lightning.

Which objeft are you checking? Also check in Lightning mode, not Classic
Same here , im checking for the custom object in salesforce lightning i dont see both list view button layout and search layout
