As Nakano was about to surpass him, Singleton decided to use his elbow to block Nakano's path just like at the first race. It is very easy to recognize Singleton's unfair elbow movement on this video.

He came into him after looking behind him and losing his lane
Very obvious that the Canadian elbowed the Japanese to block him when he knew that the Japanese was just too fast for him and was about to pass him. A Dirty play by the Canadian.
This video itself, in the ten seconds from 11:13, very clearly shows which of the riders caused the crash.
The canadian, knowing that he cannot go faster than the japanese, stuck out his elbow to the japanese and lost balance to fall by himself.

I remember Gord as a kid. He was a hero to us, along with Steve. On a couple of rides my Niagara Italia training partner and I met up with him and he was such a nice guy. My love for the bike was born partly because of his career.

Nakano switched lanes trying to pass.. should have been disqualified. You can't cross, you have to stay in the same lane. You can see when you pause the video where he cuts across toward singleton

at which part of 11:20 did the Japanese elbow the Canadian?
He didn't. As a sprinter during the same period, it is self-evident to me:- Koichi came alongside Singleton and as he was already on the meter lane line he lent out as far as he could then stuck his elbow out to impede Koichi and lost control…
...in terms of the rules, they are on the net and are pretty much unchanged since then - put simply, if riders touch or fall the commissionaires have desecration to re-run, etc

Bad Canadians- Japanese not much better
Singleton was clearly the faster rider. Nakano was a dirty rider... his WC title should have been awarded to the race officials, an illegitimate victory with no honor.
