Just let them meet up in the ikea parking lot in south Philly, it’s not near any residential areas and remote enough and absolutely empty after 6pm. It’s also safer for them and others on the road to have them play in an isolated area. This is literally what race tracks are for, and if Philly wants to host a formula 1 like Newark was trying, it would end up doing it like Miami or Vegas: in a parking lot. So why not let these kids play? It’s their own tires and transmission they wreck.
Because the property owner would be responsible for any injuries or damage. People have no sense of personal responsibility anymore. Plus, those meetups are probably noisy and generate a mess which needs to be cleaned up
