If property manager gets translated to isännöitsijä which is defined in Asunto-osakeyhtiölaki, then there is no legal and usually no practical reason to be involved in sales. The only legal role for isännöitsijä is to give isännöitsijäntodistus ( a legal document to tell about the apartment and the company ) to the seller, who has to give the information to possible buyers.
There is no legal requirement to have any middle man/ agent. I have bought and sold several apartments without middle man. It takes some knowledge and can be a challenge, so most people probably use real estate agent companies to do the marketing, selling and finalizing the sales.

It is just selling like any other goods.. there just is some legislation you need to know etc.

right of possession to a residential apartment by virtue of a lease, as referred to in the Tenancy Act (653/87);2) transactions in which the duration of the right to possession of a
residential apartment acquired by purchase of an interest in
a corporation is restricted; or
3) assignment of the right of occupancy referred to in the
Right-of-Occupancy Housing Act (650/90).
This Act’s provisions on transactions also apply as appropriate to exchanges.

Yes. You can buy even land here, no problems. Of course they will check if you have some russian connections etc. Russian owners are not welcome here.

You dont own that apartment, not even your toilet seat, you just pay for right to live that apartment, stockpaper is yours, apartment belongs to joint-stock company and if more than 50% of stock holders dont like you etc., they can take "your" apartment away, just a single vote and its gone.
