The sledge bro shoe glitch is probably why the shoe is only found in one level. They probably intended it for more, but couldn't figure out how to stop the glitch. So, they had it as a novelty item, but kept it for only that one level.
Normally that's not how graphical glitches work. There's a reason he placed Boot Goombas after all; If a sprite is pre-set into a stage (or segment of it as it scrolls), then it will have data to draw from. If it doesn't, then it'll pick at whatever is the next closest thing to fill the gap (if it can't fill the gap somehow, usually it may cause a game to softlock).
We all know that mario can boot on NES, SNES, nintendo 64, gameboy, arcade machine, gamecube, GBA, wii, wii u and nintendo switch Edit: for who doesn't understand this is a joke about the word boot, i said mario can boot on those consoles because you can run mario games on them
