the washer is a anti rattle spring for the top bearing, it comes off when you took the "top" motor brush assembly off, the brushes do look bad and thats where the debris (metal chips) came from, cleaning the commutator should get this mower up and running again, plus there maybe a fuse blown or the breaker could be bad, you can bypass it. but dont overwork the mower as theres no motor protection if you go this route.
You definitely know a lot more about this than I do. I had already replaced it when I took it apart. I had a hard problem with the mower bogging down before, if I would have modified it I’m not sure it would have been a good thing.
@@ChrisThedudenurse bogging is normal and not a malfunction, especially when cutting thick grass, 13 amp electric motors only give about 2 horsepower. gas mowers do the same. especially under 7 hp. plus sharpening the blades help a lot too and it seems (as i can see in the video) yours needs a good sharpening. and cleaning the crusty grass under the deck helps with the mulching process too, hope this helps you out.
also, that washer is supposed to be like that. the motor makes that noise because the cover is gone. the armature is just rubbing on the sides. that is normal.

You know I’ve always heard that

the reason it takes so long to turn back on is because the motor has a heat switch, and the motor must cool down before it can turn back on.
That heat switch was my biggest complaint about this mower. It was just not a good fit for me.

And.......the gouges on the rotor are factory. Everything looks normal, except the brushes. those are bad.
