You can drive in Canada for your first 2 months on your Dubai license, however, later it needs to be converted into a Canadian driving license.

Tourist visa is only for tourism purpose. You can't legally work on it. You need to have work permit, PR or Citizenship to legally work in Canada.

Hello shilpi mam.i tried to almost all entry level jobs in hospitals or supermarkets.I am a graduate so do they reject cv seeing an over experienced or over qualified candidate.so how skipping education or experience on resume is also not good option then how to get candian experience

If it's an open work permit, yes you can legally drive UBER. It comes under the category of self employed, so it's not a second job.
Okay. So anybody with a work permit can do it as a second job since it is self employment?

It's not a very good idea until you have some specific skills which are in demand in Canada. Finding an employer on visit visa is difficult too and you will still need LMIA and had to exit the country to convert visit visa to work permit.
