No he doesn't seem always drunk he seems to be a very extroverted person. He might not like what you said too much because he hasn't been able to drink much in a very long time. He has ulcerative colitis and drinking a lot could kill him.

Why are you so ignorant that you think I'm not chilled out? Are you really that immature? You act like you know me but your statement indicates that you have no clue about me whatsoever to have no right to assume what I'm thinking you're feeling. For your information since you're acting like some big know-it-all I am always killed out.
