Twenty years ago Monday the Khmer Rouge swept to power and went on to kill over one million Cambodians.
They no longer rule but they're still at war with the country's fledgling democracy.
This week many of the government soldiers have disobeyed orders and demonstrated about the state's failure to pay their wages.
Injured government soldiers have been risking court martial this week by protesting outside the National Assembly. Many have not been paid their five dollars weekly wage for four to five months.
With no money and hospitals full of casualties from battle with the Khmer Rouge guerrillas, morale is low and tempers high.
    SOUNDBITE: (Khmer)
They send us to fight and then we become injured and then they don't take care of us. We are not begging, we just want the money for our work!

The armed forces claim they have already paid out the wages in cash to the mens' commanders. The government says the commanders have failed to forward the cash to the injured. This is not the first time such allegations have been made.
    SOUNDBITE: (Khmer)
We fight the Khmer Rouge for them but they don't care about us. We don't have any good medical treatment, If I want medicine I have to buy it myself and I don't have money.

Those injured soldiers able to protest say they'll organise a bigger rally next week unless the money is paid. None of this helps Cambodia's claim to be getting to grips with corruption in the army.
