I wouldn't say they are 'the quarterback" of rugby because there is no position in rugby that is the sole commander of play but when pairing with a Flyhalf it is quite similar. Though they do score often their job description is more that they distribute the ball to someone else in position to do so. They are more a point guard than a quarterback.
