According to wikipedia this was composed around 1922-24 so it could be, both were quite active in the early 20th century.
Thank you very much, praise God! There is a crack or two that's resonating in the violin. Yes, Ravel's Tzigane was inspired by the performance of Bartok's Violin Sonata 1 that took place in London with Bartok on the piano and Jelly d'Aranyi on the violin.
