This is a perfect example of how programmable visibility signal heads can improve traffic flow, and the solution to improving traffic flow at the closely spaced signals of Avenue Rd & Chaplin Cres and the midblock signals less than 100 meters south. In Toronto, closely spaced intersections without programmable visibility signal heads, require each signalized intersection to display the exact indication at all times at all intersections.
Here is the reason:
A driver is waiting at a red light at the first set of signals. If the second set of signals are green and the driver is looking at the second set of signals, the driver might accidentally run the red light at the first set of signals they're waiting at.
The drawback is, if there is an intersection that operates as "fixed time" mode of control, then the midblock signals 100 meters away will also have to operate as "fixed time" even when there are no pedestrians or cyclists waiting to cross, which causes unnecessary delays to drivers at the midblock signals.
If programmable visibility is used, then drivers at the first intersection won't be able to see the indication of the second set of signals until they reach the it. This way it would be safe to make the midblock signals "semi actuated", and only change if the button is pushed. Otherwise the midblock signals will always stay green for drivers to prevent delays.
Remember: for programmable visibility signals, you'll only be able to see the indication it's displaying if you are at the intersection, and in the precise angle the signal is facing on the road!
