I think the Institute serves better for an enclave build, you have a technologic advanced faction with a hidden base , hates the BOS and have suspicious ways of helping the citizens of the wastes, it's perfect to use synth relay grenades and to use the Institute in general in your favor
While the Institute are more similar to the Enclave, that would also make them competition, which is why I went with moulding the Minutemen, who are a much more exploitable faction
Honestly everyone's opinions on what faction to go with in this comment section I agree with. I'm actually a bit bamboozled now on what faction to go with if I decide to do this build on a playthrough 😂
Infiltration of the BOS to destroy or subvert them would be fun. Controlling your own faction of wastelanders in the Minutemen or the Nukaworld Raiders would also be very F2. Railroad and Institute would definitely be threats to the Enclave, especially if they cannot guarantee control over the Synths. Hard lesson learned from those intelligent deathclaws.
My headcannon is that Nate/Nora were unknowingly sleeper agents in a program between the Enclave, Institute, and Vault Tec that aimed to rebuild the Commonwealth post-fallout should all the leadership be killed. So they’re responsible for reconstructing the Commonwealth until the Institute hijacked the program and used them create the Synths after stealing Shaun. To me it explains away how Nora can be combat trained (if it’s subliminally programmed) and why she prioritized the Commonwealth over finding her son so I can rebuild major settlements. The Enclave is also a highly compartmentalized organization, like Umbrella Corp. So it could be easily explained that the program they were placed in was classified to lower ranks, thus why she encounters hostile Enclave remnants. This way you can still side with the Minutemen, Institute, or both. While still playing the Railroad and Brotherhood as a spy, and still claim control over the Nuka World Raiders and build Vault 88. This way you are practically the undisputed leader of the Commonwealth as General of the Minutemen, Overboss of the Raiders, Director of the Institute and Overseer of Vault 88. There’s no doubt after that, that the Enclave would either contest her power or fold the state into their organization.
The Enclave has now entered the Commonwealth. I like the idea of using the Minutemen as a means to an end to restore America by conscripting American citizens into your burgeoning Enclave Army. Without the America Rising mod, this is the best way to rebuild America in the Commonwealth.
Absolutely! What I'm doing in my playthrough is building a main base in Vault 88, fully enclaved out, and using the Minutemen as an auxiliary force to supplement the elite troops. Just my lil headcannon 🤣
@@inductivegrunt94 I second the motion, I like to think I’m just “spying” on the Brotherhood, Railroad, and Institute, while using their resources and the Minutemen to build the Commonwealth for the Enclave’s arrival. There’s mods on console that change the Minutemen, I chose one that makes them wear gas mask and Brotherhood gear with plasma rifles, so it’s as close as I get to an Enclave army without America Rising. While using the Nuka World Raiders is normally my final act, after the story is complete I start moving them into the Commonwealth since it betrays Preston’s loyalty. By the endgame I have full reign over the Minutemen, Vault 88, Nuka World, and all the settlements. Practically reinstating an entire economy.
Gotta say the Enclave paintjob is slick. Like the 10mm normally and the paintjob makes it even cooler. And how do we make a minigun\ashmaker\shredder more terrifying? Slap enclave black on it.

Doesn't that mentality apply for pretty much everything? Everyone thinks what they are doing is for the best, it's all down to perspective. Raiders think raiding/pillaging and killing is the best for their survival (technically they are the only ones who know they are bad, just they don't care), survivalist live in ignorance, The BOS think hording old tech is the best rather than using it to help others, the enclave think wiping the slate clean and starting from scratch is the best in an Anocracy government, the railroad sell out fellow humans for a bucket of bolts, the minutemen are stuck in their old ways and disorganised it's no surprise they fell apart. Then there's the institute that want to hide and live in ignorance while messing with everyone else.
