If, by the rule of the special theory of relativity, by time dilation ... If that girl born in space and launched from the earth with a really high velocity (>.5c) then she can spend (travel) 1 year in space and then return to the earth...after 8 years (with respect of the earthlings) then she was 1 year old by her clock...but 8 years old by the earth.

Nah, actually such type of questions are used to be asked in olden days - like until 2005. Not only in UPSC but job interviews of many companies. Luckily UPSC removed those, but still some private companies ask such things.

A leap year comes every 4 years but is avoided in century years unless the century year is divisible by 400. 1896+4=1900 (end of century year not divisible by 400 so it missed February 29th).
