I hardly use bar bags on my bike but whenever I'm in need of extra space (next to my 7L saddle bag, 4L frame bag and 1L top tube bag) during long rides I love to put some additional snacks in my Outer Shell mini bar bag (and it fits the larger Wolftooth multitool!). Such a nice and sturdy companion. Got to know OS through your review of their saddle bag, which I also own, plus the Hip Slinger. All so good, not cheap, but sooo goood!
A pump shouldn't be seen as an emergency tool. It should be a tool you expect to use. That said, plenty of good ones are out there from Topeak, Blackburn, Specialized, Bontrager, Pro etc

In terms of safety, wearing headphones while biking is a very bad idea.
When I can't get a headphone wearing idiot to move on the trail, I squirt them with water when I pass them.
