@@Flapjack_91 Yeah, it kinda looks so. But in that case, the NCR has little but none causes to initiate a war, since House let them trade within his borders almost without any restrictions
This is what I love about FNV writing. House is dangerous, incredibly so, but he's also right in a lot of ways. He's got the best technology, the most knowledge, and the best ability to check the other powers in play. However that much power in any one person's hand make me itch. I don't think House is a fascist, despite what other say, but he absolutely *could* be one if he wanted. His hand is tempered by disinterest more than morality. He isn't interested in totalitarian control. So long as nothing interrupts his little bubble then he doesn't care what the rest of the world does. I was planning on having my current playthrough be NCR, but maybe I could go House with a good relation with the NCR. No single ending is the best, every one of them has something good, but it comes at a cost.
he himself says he prefers the term autocrat. He sees himself as the sole ruler. The final authority. What’s the point in defending from her enemies if the armies aren’t getting paid to make a living? I like to imagine that Oliver was originally imagined as this incredible general but upon realizing the player needed someone to confront at the end of the game who wasn’t available to kill throughout it, they reworked him into this coward who cares more about his own legacy than any soldiers or even people he’s supposed to protect.
That's not how he's portrayed consistently through the game leading up to his appearance. He's described as a career general mocked by his own subordinates, with everyone across the wastes from previously mentioned to subordinates to even Caesar and Legate Lanius themselves regarding him as far inferior to Chief Hanlon. General Oliver being a wimp isn't something they did out of obligation, but because it was characteristic of the NCR as we see them depicted in-game.

Both options allows you to finish the game without killing Mr. House, which is great in a way, although I argue that's a bit out of character for the NCR (the latter option I mean, the first you would pretty much guarantee that Mr. House couldn't ever face the NCR military, however the truce doesn't seen that realistically to me since the NCR does want to annex New Vegas and they don't trust House at all, I'm still playing New Vegas and I've never played the version with truce so I can't say definitely, but there's a quite hard barter check to convince Mr. House on a truce so maybe there's a bit of build up to It).
Why would House care or choose to be petty about Primm's loyalty to the NCR? He never had any use or need for their loyalty at any point in the story. It's not like they had any reason to be loyal to House or Vegas either: they are far away and also direct competitors with the casinos after all. Plus: its the wasteland, they'll literally take protection from anyone they can get including a slow and kind of dumb Protectron. Not exactly Vegas-level security or sophistication lol. My only guess is that he felt threatened that the NCR could have turned the town into their own little Vegas and take away his business. It's a bit of a shorter trek for those coming from the west, so easier to visit, supply and defend for the NCR. Already has a few casinos sitting/ready to go. Take away the 2000 cap credit check Vegas has, and I bet a well-defended Primm could really pull some crowds.
