Your conclusion on what is causing the problem there is good. Had that problem with one of our goats. Paying keen attention to your animals and correcting the problem early is key

Rainy weather is a curse to goats very well said here in rajasthan india there is very little rainfall thats why we are largest producers of goats in india because our weather is supportive for goats

When our goats start coughing and see fluids coming out from their noses: we usually let the goats loose in the field. Not only so they can browse and eat whatever foods they want BUT the sun rays will give them Vitamin D, and these goats will become healthy very quickly via natural methods. Therefore, coughs and colds are no problem with us, and we only administer antibiotics if the goat seems very weak.

While I believe respiratory infections can be caused by fine particulate matter. Such as dusty feeds and hay. I don't believe this would be the primary reasons for the high instances of respiratory ailments and outbreaks thereof. As it is the same dusty stuff being fed in the drier seasons, similarly as the wet. Especially since it has been noted, that these respiratory illnesses, are concentrated around the wetter (rainier) seasons. The variable during their increased occurence, happens to be the increased humidity, as well as the cooler temperatures. All brought about by the rain. Most of these respiratory ailments are caused by micro-organisms. The humidity and reduced temperatures provides favourable conitions for their populations to grow. Meaning that more of these organisms are able to infect the sytems of the livestock. Whilst a normally healthy immune system may have been able to deal with the lower concentrations in the dry season. Thus showing no symptoms. It is also why the ailments prevail amongst younger livestock Whose microbiome may not be as developed as the more mature adults. That same immune system, will now be overwhelmed during the rainy season. The dry seasons, would have allowed for fresh circulation of air. Also higher concentrations of U.V rays from sunlight Hence most respiratory recovery wards are in bigger open spaces. Both conditions functioning as a hindrance to increased concentrations of the pathogens. In so doing reducing their prolificacy of reproduction.
During the rainy seasons, the livestock spend more time in their enclosures. These enclosures would have afforded them less air circulation, limited U.V light, concentrated stocking rates and higher ammonia concentrations from slower diffusing urine scents.
All of these environmental factors synchronize. Increasing the stress factor, on a normally healthy immune system. Sadly causing the pathogens to win the daily war. As bad populations overcome smaller weaker stressed ones. Thus we see a rise in the incidences of disease. Also noted is that during the rainy seasons. More wet grasses are fed in the cut and carry system. Leading to the increase parasitic burden. Further stressing the animal.
The solution I believe lies in prevention rather than cure. The immunity lies within the management of the microbiome. It is thus supported by what's ingested during these times. I would employ methods to allow for greater airflow in the pens. Slotted flooring is a must also Introduce or increase specific nutrient intake geared towards boosting the immune systems (to include vitamin supplements). Inclusion of probitics which would see populations of the beneficial bacteria increase. So as to accomodate for the influx of bad. Ensure the use of the fodder conservation methods. So as to have fodder available that is free from the parasites. Let it grow and harvest the bulk of your forages during the peak rainy seasons. Whilst feeding the previous hay and silage stored. Drier feed materials, means the animals now have to depend on the watering systems you provide. Thus ensuring there is an adequate daily intake of vitamin supplements. Which you would have provided. If its viable increase the size of the pens. So as to facilitate a stricter adherance to the recommended minimum required stocking rate space per animal. Some benefit can also be derived from having a dedicate temporary isolation space in every pen. Where first detected symptomatic animals can be immediately seperated and treated. To mitigate any perpetual spread. Vigilant aherance to routine pen sanitation.
