Hello dear. Welcome to the family 🌻 I have propagated rosemary cuttings from the store before, and they did quite well. I think it depends on the condition with which you find them. Try and get fresh ones and place them in a glass (container) of water and give it time while adding/changing the water regularly. They should be able to take root after which you can transfer to the soil. I normally just place them directly in the soil but I have also left them in water before when I didn't have where to plant them yet and I got good results. Let me know if and when you succeed.
