One of the main difference between the Philippines and the other countries colonized by Spain is that Filipinos were never allowed to learn Spanish. Even among the noble Filipinos who had certain privileges were selectively taught Spanish. One reason is it's not feasible due to the geography of the Philippines but the main reason is because the Spaniards declared Filipinos were too below to learn Spanish and thus were strictly prohibited to learn the language. The Spanish language then became a hallmark of nobility and privilege during those 333 years of colonization. This is why we were the only former colony of Spain that are non-Spanish speakers.
So yeah, the language itself became a tool of oppression during those days

I know Reimu is not from Spain but there's a funny irony to her saying, "No Filipinos Allowed" as a Spanish-speaker.
During the 333 years of colonization by Spain, Filipinos were not allowed to learn and be taught Spanish. The Spaniards declared that Filipinos were beneath the "holy" language of Spain and therefore are not worthy of speaking it. Even among the Filipino nobilities who had certain privileges and connections with the Spanish nobility, they were selectively taught Spanish (and if they do ever send a Filipino kid to learn Spanish in school, that kid will immediately face discrimination and bullying from their Spanish peers). This is why among the former colonies of Spain, the Philippines is the only colony that is non-Spanish speaking. The language itself became a tool of oppression against the Filipinos during those days.
So Reimu, a Spanish-speaker, saying, "No Filipinos Allowed" is extremely funny to me, a Filipino, with that context in mind
