Already posted, but its an ICP manufactured 2000. Replacement board is about $125-150. Looks like the inducer was replaced already. A condensate leak caused the rust/corrosion
In the late seventies, i installed a precharged sears Kenmore central air conditioning system in my then father in laws house. I did not know squat about HVAC at the time. The sustem came with snap loc type fittings and a pre charged line set. That system was still running fine and cooling the house 40 years later when he sold the house. Like everything else, we have been going backwards since the 70's. Most Kenmore stuff was made by Whirlpool as far as I know, and most lasted a very long time.

check for resistance in the motor windings....at 105 v it should do something... Also go right from house current to the blower and see if that runs it.

Any company or person in the rental business should be required to get a bond of some type that would insure the tenant that any repairs will be completed. Some people get into the rental business with not one penny for repairs and have spent the deposits within a week of getting them. Rent is usually spent.

Nice lady, but baking a lot or otherwise using a gas stove to heat the house has caused fires. Gotta be careful with that. It`s amazing how much the pilot lights can heat-up the kitchen in summer.
I trust Steve’s judgement on this one. It was an odd ball unit and sears is gone. Who know what else is wrong with it. The 103 volts was the open circuit voltage I bet it went to 0 with the motor hooked up. White and black probably didn’t matter it’s an ac motor.
you can run the motor on -10% of 120v so 105v would run the motor. that motor was probably shot so the board would jot have worked so good call on the new unit Steve

Local regulations. I had a 95% efficient gas furnace installed last year here in California. They still allow pcv vent pipe. Our last furnace was a “Day/Night” from the mid ‘50’s. It still worked but it was quite crusty. The new one works flawlessly so far.

You could have told her that the flux capacitor isn’t fluxing and she’d be like…yeah I can see that.
She went thru the coldest weather with no furnace but wants to pay Saturday overtime in May to fix it 🤔, can’t figure that out.
That was my thought.

Probably high resistance contact on relay. Voltage probably sagging to almost nothing under load. Oh well, hope you get the job.
totally agree, a board for some of these 90 plus and wall hangers are the price of a complete 80 plus unit. Keep it simple

That's probably a "ghost" voltage. Load it down to any appreciable degree or use a meter with a Low-Z range, and it'll probably vanish.

That motor is not polarity sensitive. It will run either way, black to black or white to black. Doesn’t matter. It’s still just a coil.

Same brand name furance I had when I bought my house. Wouldn't get over 60 in the winter. Had a let that 28 year old beast go.

Why does it require different plastic vent pipe ?
High temps break down PVC pipe, the same temps that can happen when a unit runs too hot

Ya what if the secondary heat exchanger gets plugged soon after, the unit is well past its life. Sometimes replacement is the reasonable decision.
That’s looks like a Carrier furnace so you should be able to buy parts.
