Aoa, There are no development charges on balloted DHA Homes. Oleander homes will be ready in sometime and inshaAllah then you'll get possession letter. Be patient

I visited last week and saw construction material of bridge there plus piling work is also going on. Bridge will be completed in a year or so insha'Allah after which we can see real boom and prices reaching near DHA.5

Once considered in balloting, if your file wasn't open previously then get your allotment letter and you are family to all transferable members.
