They can use the profits from Deke's company to run their organization while testing and researching tech with the best engineers money can buy, and since it's a legitimate company they are fairly covert. Why is shield so technophobic, where would we be without their BS, the Quinn guy was researching artificial gravity with they only bad part being that he attacked a shield convoy that had someone prisoner. Otherwise modern industries could be using gravitoinium for all sorts of useful stuff.
