how much time they can consider in case of a small state if they mobilize them full scale and do not have sufficient resources to provide their armies without a strong state?

10:30 - "we do not envision a march on any nation's capital...those kinds of conflicts have been fairly rare."
    - Not that rare:
American Revolution - US lost its capital 3 times.
Napoleonic wars - many nations lost their capital.
War of 1812 - US capital was burned down.
US Civil War - both capitals repeatedly under imminent threat.
WW1 - Germans reached 30 miles from Paris and were barely stopped.
    WW2 - Many capitals fell.
Marching on a capital - whether successful or not - is the hallmark of a "great power war". In almost every war, one side or another is attempting to occupy the enemy capital. Failing to plan for this is like a boxer refusing to practise knockout punches on the grounds that most fights don't end in a knockout.

Notice how none of the examples you cited (excluding World War II which he mentioned as an exceptoin and world war I where you cited an "almost" where not "Great Power " vs "Great Power"? Fact is, most wars between great powers do not end up in taking capitols.
Look at the Punic Wars. There were three. Only one resulted in the occupation of another's capitol.
How many wars where there between the Roman Empire and the Sassanian Empire? Not once was the Roman or the Persian capitol taken.
      Portuguese-Mamluk War
      Anglo-Spanish War
      Russo-Swedish War of 1590-1595
      Polish-Swedish War
      Franco-Spanish War (1635-59)
      War of Jenkins' Ear
      War of the Quadroople Alliance
      Crimean War
      Russo-Japanese War.
      Spanish-American War

The reason for he says it is not probable is that any Great power if they thought they were in danger of losing capital they would probably launch nukes also the world wars were an anomaly like he said, also both the revolution and civil war were both civil wars not a traditional great power war and in the war of 1812 we were not a great power.

Wait..did he say US troops during Desert Storm, 5-6 months, used 10 tons of supplies? that seems low? Am I hearing that right?

50:30 - He did say 10 tons. I think he meant 10 million tons.
