If the Parliament of India hadn't passed the Chartered Accountancy Act and given them the authority like the way Indian Institute of Management, Indian Institute of Technology are all given the authority with autonomy unless students through which and through the fees that they earn they have the corpus building up so what is theirs they have not put any equity capital into this firm. The Chartered Accountancy Institution is a result of the Parliament's Act and that has given them all in one basket to enrol students to train a member to run the practice all this is enabled by this house so the money like the way IITs
What's wrong if more people come into the business you have a problem with that
She showed her knowledge and respect for a profession by saying "ICAI" as a business.

ICAI treats the profession as a business only. I have been engaged with ICAI committee for 7 years and saw the values they stand for which literally only money minting by enrollment of more students and creating artificial demand by influxing limited Chartered Accountants in Market. Companies regularly complain on the attitude and arrogance of CAs in their job and profession due to the dominance that ICAI has created by misusing being custodians of accounting and auditing standards. The leadership has also just fallen and they are insensitive to advices and complains.

If original bill is screened there is no IIA . It was proposed in draft which has not made part of the bill. One can download the bill which is passed today.

It's all about Disciplinary Committee. And she is right. But not about IIA. IIA is not mentioned anywhere in the Bill. And expressively denied IIA recommendation.
The bill they divided into 2 part . After this page they refered about iia but they didnt pass (iia) to lak saba yet . But i think they will after few days later

She feels running an august Institution like our Alma-mater and most honourable The Institute of Chartered Accountants of India is a Business
The Government has 20% of Board Seats in the Institute (8 out of 40).
All Members found guilty in Satyam Scam were punished. She is not aware of facts.
I feel disheartened and pained on this immature statement made by Honourable FM with such aggressive tone and without any reasonable or adequate basis.
I hereby seek her resignation from the office of FM.

May be I wrong but I don't think that 1500 crore is that much big amount for government to snatch it from ICAI or any other institutions .
It's almost 70 years of independence and we don't have single Indian firm which can compete to big 4 firm , just think about it .. why these firm are always in a dominate postion in Indian market and they are the one involved in the large corporate scams and still there are no stringent action against them . May be these firms influence the council decison as many of the partners form big four are in councils .
Govt is in the full mood to tweak the monopoly and bring the more players in the urge of global practice in the field of accounting .

Time stamp 2 minutes 00 seconds. Its quite apparent that discussion is on disciplinary mechanism only. For IIA it was in reply by FM that there should not be objections for instituting new body to train and regulate.
This doesn't confer that IIA is opening by Government.

Although it won't be wise to comment only by viewing an excerpt.. I agree to the point that there might be a need for an independent disciplinary committee within the ICAI.
However, the point that H'ble FM raised that why can't we have a competition is subject matter of concern because ICAI is not into running a business, it's the Regulating body for the Accountancy Profession in India. We don't have multiple MCAs, we don't have multiple SEBIs, we don't have multiple AICTEs... we don't have multiple CENTRAL GOVERNMENTS to govern (that's also more or less a blind game that is being played).
ICAI is not doing business here, it is simply a fiduciary body entrusted to train the brilliant minds of the Nation. Going back to 1st July 2017, when H'ble PM told the entire nation that a CA's Signature has more power than a PMs Signature, is now put to question?
No one is perfect and that's the only thing that needs to be taken care of.. ICAIs bar is so high that, IIA or any other body by whatever name called, can't even stand to comparison.

If IIA are open in India then may be it is beneficial for CA student as well as ICAI face tough competition from govt institute due to which ICAI and other institute also has to improve its quality in terms of updated syllabus , removing unwanted stuff which only burdens student and also ICAI has to work on its IT lab and GMCS program to upgrade students overall skills and personality which is now lacking in most of these aspirants and also ICAI should develop ecosystem for its student to help and understanding the need of the students and bring the best out of them.
Still there is long way to go....

I don't know But the main crux of the Bill is if Companies are found to be reaching bankruptcy or sick or in debt then all their prior accounts and the Chartered Accountant along will be made absolutely liable for any form of discrepancy in their prior relationship with these companies regardless of not being Equity based partners but only being a auditor. This would benefit every stakeholders to avoid any Satyam, Kingfisher, Neeraj Modi etc. like debacles and make every Chartered Accountant answerable for their profession.
I think it's a good initiative you want to be a Chartered Accountant be an honest one to your profession or else enjoy your jail time with likes of Neeraj Modi and others.
This would also only ensure that only genuine CAs join the fraternity.

Regardless of all opinions, we should accept that there are issues with the ICAI way of workings. ICAI had also been warned multiple times to amend it's ways but it deliberately ignored any warning signs. I remember some 2 years ago, a senior chartered on stage in front of the minister had warned the then sitting president of ICAI to wake up or it won't be long when ICAI would be regulated by NFRA. Today is that what is happening. For those who don't remember, that speech or rather outburst was over result discrepancy when two results were declared by ICAI and amongst both some few thousand students earlier passed were declared failed in the amended results which was a clear sign of manipulation.

Then create a new section to get back the unutilized money form the institute to Central Government. Generally corpus fund is used to improve the main object of the institute formed.If government wants that money, create a new section to siffen that money for politicians. @@prasadramasamy904 it's not like IIA can start giving certificate from tomorrow. It will take few years to build or allocate building plus it's a 5 years course. So a present CA will face competition only after 7 plus years. This is enough time to adjust.

Had there been no Globalisation, liberalization, and Privatisation in the '90s, there would not have been an increase in employment opportunities, economic development of the nation, Reduction in rates of interest and tariffs, Development in technology due to the use of foreign technology in industrial applications.
