All Soldier/Metrocop Helmets are specially designed with an exceptionally powerful Noise Canceling device that is managed by Overwatch, and later advisors, this is why the Combine don't notice you walking behind them in some situations, oh and Breens office is nearly soundproof. It's a blessing that some rebels or a Vortigaunt broke in and broke the music player before Gordon broke in, or Gordons Ears would have completely ruptured from Caramelldansen. Also, to answer your question, I believe Gordon is about a Mile or two away from the Citadel so it's probably as loud as the Chrysler Air Raid Siren (The Loudest air raid siren), which emitted about 140db at 30 meters away, and could probably still be heard at around the same distance clearly. So, my guess would be around that loud, which would be unbearably loud, and definitely cause hearing damage almost instantly. I belive this emoji suits my comment well: 🤓

This particular shuttle was the one with a disco ball in the center, which someone activated to play Caramelldansen. Everyone began dancing uncontrollably to the music. Unfortunately the floors of the dance area of that shuttle (which had no doors, except out into space) are made of flammable plasma, and a random crew member decided to light it on fire, resulting in most dancer burning to death. The music continued playing for a while, but I think the disco ball did eventually get destroyed by damage, and stop playing. (And no, this isn't just a colorful story. It's the actual end to a round of SS13 I played. That disco ball can play several tunes like smooth jazz, though it's quite rare to get that particular escape shuttle when the shift ends so it's memorable when it happens.)

I'm assuming he meant "lit up" as in "activity" and not visual. We see a ton of ships and drones and stuff come pouring out while a siren blares, whereas the implication is that normally it's just quiet and not rapidly deploying units.
I love how the song sounds all muffled, almost like someone’s having a wild party! It gives me this awesome vibe where I feel like I’m not alone at all. My ADHD kicks in, and I just can’t help but dance like crazy, even if the music is a bit muted. It’s such a fun feeling!

However, the music is so clear even at such a large distance, which means that the sound source must be 150 decibels or higher. Severe hearing loss starts at 120 decibels. Therefore, we can conclude that everyone inside the Citadel and the surrounding blocks from the building will suffer from extreme hearing damage/deafness. By observing the colorful lights emitted by the Citadel, we can also conclude that some sort of "rave party" is happening inside the building. However, the colorful LED lights seem to be bright enough to light up the thick surrounding clouds. This means that not only everyone inside is deaf, but they are also blinded too.
