Pak should work on grass level such as districts, divisions and provinces and facilitate their population by creating an environment where people can find the benefits and one thing more the as like you said about segregation so govt should take strictly actions to those secret their money and atleast govt should agree them to roll the money for well developed economies in country this is not only beneficial for govt rather for segregates
