Yes, but as per judgements of the Hon'ble Supreme Court we should avoid arrest in such cases.

Yes we can bound him on notice. If IO want to arrest him then he should be produced before a court along with the checklist containing reasons of arrest.

Deep in such a situation, we need to inform Ld. Court that the accused is not cooperating with the police and misleading....We can only proceed with the permission of Court only.

Kya 35(3) ya 41 A crpc ki notice mandatory hai police ke liye agar apradh 7 ya 7 Sal se Kam ho .
Kya police ke vivek per Hai ki wo justify kare GD entry me ki arrest karana jaruri hai ,notice nahi diya ja Sakata hai .
Uprokt keval 7 ya 7 years less ke liye discussion hai .

Sir as per the Judgements service of notices is mandatory.
But if you are satisfied that the accused will abscond and won't join the investigation then u could reduce the reasons in writing and arrest him....

Kuch apradh hai Jahan per arrest emmidiate hone hai jaise molestation , affray, theft etc . Yahan per punishments 7 se Kam hai . Aise me notice wave of hogi ya Dena mandatory hoga

You have to justify the reasons for the arrest. I am of the opinion that in such cases you should serve notice, if he/she joins investigation.
The Hon'ble Supreme Court of India has told many times that Police should not arrest the accused where punishment is less than 7 years.
Pls see Cases Arnesh Kumar Kumar & Ashfak Alam vs State of Jharkhand.
