How much water do you put in your pressure canner because in my Nesco pressure canner I have to put 8 cups of water why is it different in yours?

I went back to the video several times and I saw the part that said you left the bay leaves in, so now I'm really confused!
I'm going to can that today and I don't know wether to include them in the jars or take them out. HELP!
