With those spindles you have 2 more options. 1 is get a torch or maybe 2, heat the entire tube up red hot and drive the spindle down. I ve done that before. The other way is slit the tube with a grinder and cut off wheel. Heat the tube and drive the Spindle out then replace or weld the tube. Both ways take time and heat but they work.
If you can get the bolt loose on the top of the spindle , take that put and keep soaking the area around the spindle with a 50/50 mix of automatic transmission fluid and diesel fuel. It's the poor man's penetrating old but it works. Just have to stay at it.

On an abandoned farm we inherited in the trees, there was an older Montgomery ward hay wagon and I plan on fixing it

Good luck w/ your wagon. U might try to spray "PB blaster" on front spindles after U remove the large retaining washers on top of them to free it up.

@@fredhart7904 I got lucky for sure! Downfall is I haven’t had luck getting the spindles to turn or come loose at all
Too bad you didn't get video of the spoke wheeled wagon. It may have been a home built or kit conversion using an automotive frame and running gear.
