Not exactly, during and after the Holodomor, Russians were imported as enforcers and carpetbaggers and overlords over any survivors and that dynamic remains, unfortunately historically Ukraine has been shot through with such Russian infiltrators and subversives and mafiosi since Ukraine is far more hospitable than Russia on many levels and the motivation is to profit by the subjugation of others.
Much of the so called corruption in Ukraine and other captive nations is by Russian immigrants and collaborators as piracy and occupation is by its very nature corrupt.

There is nothing comparable to the NFL in terms of a peace-keeping organization. Why? Aggression, local loyalties, and the fighting, competitive spirit are given a set of rules, expectations, and agreed-upon outcomes. My thesis in aviation security followed two Soviet shootdowns of off-course Korean airliners. I had to escape my Russian studies program in order to focus like a laser on my thesis. Upon hearing of my research, one Russian professor joked that a Congressman aboard flight 7 was leaning towards the window taking spy pictures with his Kodak camera. I wasn't laughing. An entire family from Rochester, New York, a Kodak executive, his wife and daughters, were killed owing to the attack. I sensed that if I wanted to understand Russia, I would have to leave their program and her sphere of influence even it was a college language program thousands of miles from Russia proper. i had a Russian American friend growing up whose father was a Baptist minister. His brother was my brother's age and I was his age. The oldest of us played the sax while the two of us played clarinet. He shot up so tall, they offered him a bassoon and he proved up to the task. They were the kindest family on the planet. I spent years teaching in Japan and one day I was visiting my old neighborhood when I ran into the minister walking alone. He revealed to me that he and his wife had spent many years in Russia and we compared notes. Given his Russian ability, I was surprised to find he still found it difficult to fit into Russian society. My family was Czech and Slovak descent and in our corner of the neighborhood were many Slavic families, most excelling in sports. Over the years, our little neighborhood street was connected to another street by way of re-routing, a bridge, and an added length of a mile of new road. All in all three roads retained their distinct names but were connected as if one road from exit 31 off the Gulf Freeway. Images of Christ and Pi appeared on the 31st layer of interior brickwork in our home within the mantle of the fireplace. Christ overlooks the living room. An investigation of the images spanning several decades led my wife to discover Christ's arrow of time, a perfect mathematical complement to Saint Helena's find of the True Cross. It is the only regenerative modeling of space and time that currently exists and appears to model the dipole moment of every subatomic particle. It is also a match for John's description of the throne room of God in Revelation 4. If there ever were a country that needs the NFL to package, shape, and confine her aggression, it is Russia.
