FYI, it seems VRoid Studio 1.28 is causing an issue with how it exports for this process, the inside mouth textures get all messed up. You may want to ensure you are using VRoid Studio version 1.22.1 which is what this video was made with as that was the at the time latest version. I am unsure which update to VRoid Studio introduced the issue.

Additional info: I know I have exported models as recent as 1.26.1 that have worked with this process.

Looks like the tongue wasn't weightpainted properly, maybe Vroid updated something and the facial blendshapes don't account for those changes

So I did the expression but when I imported to vseeface the expressions aren't working

VSeeFace's expression detection feature only works with webcam tracking. If you're installing Hana Tool I'm guessing you're using iPhone tracking?

hey this is a big question, did you need to have an iphone to get your level of face tracking or can we just use our god webcams??

You would need iPhone tracking to take advantage of all the additional blendshapes. That said, this would allow you to fine tune the blendshapes that webcams can track if you don't like their default looks or such. There may also be some blendshapes that webcams can track this may add that aren't there by default, I'm just not sure on that offhand.
