In fact, Vierne and the French tradition of organ playing in general is about playing as much legato as possible. Moreover, French organs are synphonic organs, and these in Notre Dame in general, have a lot of power, and the acoustics just don't allow for Baroque/Bach pieces to be played at a higher speed. That's why Vierne chose this tempo, so that everything would be legato, and every note of the piece would be heard.
