when i fight hels envoy i usually fight him, solo with insta gear, dragon bow and maybe some damage buffs (my main class is protector so i dont have good archer class) i never get hit by him so i only use a dragon bow dura for the fight and i think it's cheaper.
for draugr necromancer i solo in 4 mins with the spear in the instigator pack. i think hel's drops it too. a full spear can do that boss 3 times before repairing. honestly once you get skilled using sorcerer and insi gear for max dmg can allow you to minimise the wear and tear on your gear. ie help them minimise durability loss.

Because the jourgun will use he fire arrow when he target close to him and you can see if he target standing still so thats why he didnt use it
