The reason why many roads are not constructed is because the town councils and contractors connive to make huge budgets. Yet in reality they do substandard work . That's how the government ends up failing to fund the construction. Those people in town council can budget a road for 20m$ yet in reality they are going to spend 10m $. In one way or the other it's not the central government that is failing projects in Uganda but those people in lower offices at the ground. That's is the reason why they don't allow individuals to work on roads they rather tell you to bring money to them so that they can plan the construction. I have been there and I know their deals. You remember of how KCCA produced a budget of 4M $ to repair potholes in Kampala , and Yet UPDF budgeted for 1M $ .😢. In Kampala it's KCCA failing the government indirectly.
