Whenever the constraints are about limited resources, they will have less than or equal to sign. In simple words it means that we can use the quantity of the limiting factor "less than or equal to" its maximum possible available quantity at present. In such cases the RHS of the inequalities represent the maximum possible available/limited quantity of resources... :)

All the constraints have all the variables, always. But, the variables which have '0' as the coefficient are not generally written as part of the constraints. If now also you find it difficult to understand the thing, to understand this point you just write all the constraints having all the variable in them and take '0' as the coefficient in case of all the variables which are not part of various constraints in the above presentation of the problem by you. As a result you would find all the constraints having the same number of variables as the objective function has...
Yes, of course... But, when we need to write answers to the questions in any examinations, we have to follow the method(s) either asked by the paper setter or according to the syllabus. And, still, SOB method is not there in the syllabuses of most of the courses and not even discussed in most of the reference books. And it is important to study this classical method before learning about the SOB... :)
