TO be fair on Max Payne start screen, this was Remedy's first crack at a game like Max Payne so they assumingly decided to focus their efforts on the gameplay. This was the game that introduced the gaming landscape to the concept of 'Bullet Time'. Also, the game's major cutscenes are presented like a reading graphic novel; the pages having voice over and sound effects. A strong artist choice as well as smart use of their budget as the first Max Payne wasn't working with a lot of dough to begin with. Source: Some video I watched a good few years back.
